INVITATION TO TENDER AND EXPRESSION OF INTEREST (EoI) FOR 2026 CAPITAL PROJECTS

1. INTRODUCTION
The National Agency for Science and Engineering Infrastructure (NASENI), having made adequate provisions in its 2026 Appropriation, intends to procure some Works, Goods and Services during the Fiscal Year. The Agency is therefore by this publication, inviting experienced and competent Companies and Consultants to tender for the project and to submit Expression of Interests for Provision of Consultancy services.

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last Three (3) Years valid till 31st December, 2026;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2026;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026;
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2026;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of National Agency for Science and Engineering Infrastructure or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Account for the last Three (3) years – 2023, 2024 and 2025;
i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications;
k. Verifiable evidence of at least three (3) similar jobs executed within the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the projects;
l. List of Equipment with proof of Ownership or evidence of Lease;
m. Letter of Authorisation as representative of the Original Equipment Manufacturer (OEM): for Supply of Equipment only;
n. Evidence of Firm’s registration with relevant professional bodies such as COREN, CORBON, QSRBN, ARCON etc. (where applicable);
o. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (Evidences of Incorporation or Registration with CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner).

p. All documents for submission must be transmitted with a covering/forwarding letter on the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address and duly signed by the authorized officer. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page.

4. COLLECTION OF TENDER DOCUMENTS, NASENI HEADQUARTERS AND INSTITUTES(EXCLUDING THE PROVISION OF CONSULTANCY SERVICES)
Interested and suitably qualified companies are to collect the Standard Bidding Document (SBD) from the office of the Director of Procurement, National Agency for Science and Engineering Infrastructure, Idu Industrial Area, Abuja and the Offices of the Managing Directors/Chief Executive of the various NASENI Institutes with their respective addresses in 5 below during working days (10am – 3pm) upon presentation of evidence of payment of non-refundable tender fee of N20,000.00 (Twenty Thousand Naira Only) per Lot made payable to NASENI’s TSA account for all lots except for Provision of Consultancy Services:

Firms interested in Provision of various consultancy services are to submit Expression of Interests with attachment of copies of relevant eligibility requirements only and will not pay any tender fee at this stage until after shortlisting.

5. SUBMISSION OF TENDER DOCUMENTS (EXCLUDING EXPRESSION OF INTERESTS)
Interested Bidders are required to prepare and submit their Technical and Financial Bids, in hard and soft copies, in separate envelopes duly sealed and clearly written at the top righthand corner, the Project Title, Lot Number, Company Name and marked ‘Technical Bid’ or ‘Financial Bid’ as applicable. (Original and two copies). Both envelopes shall be enclosed in a bigger sealed envelope and addressed/submitted at the project location and addressed to the following:-

6. SUBMISSION OF EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES
Completed documents for Expression of Interest are to be submitted in a sealed envelope and clearly marked ‘Expression of Interest’ with the Project Name and Lot Number clearly written on the top right-hand corner, addressed to:

Abuja.

The Documents are to be submitted at the Office of the Director of Procurement, Technology Orientation Centre, NASENI Headquarters, Abuja with the reverse of each sealed envelope showing the name and address of the bidder. Those for consultancy services at the NASENI Institutes are submitted the appropriate locations in 5 above not later than 12:00 noon of the stated deadline for the location.

7. OPENING OF TECHNICAL BIDS AND EXPRESSION OF INTERESTS
Only technical bids will be opened immediately after the deadline for submission as stated in 5 above at the NASENI Headquarters and the various locations in the presence of bidders or their representatives. Successful Bidders will be invited at a later date for Financial Bids opening while financial bids of unsuccessful bidders will be returned un-opened.
Expression of Interest documents will be opened immediately after the deadline for submission in the presence of bidders or their representatives. Only shortlisted firms will be contacted later for collection of Request for Proposals (RfPs).

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder.
b. Bidders are ensure that they sign the bid submission register at all Locations as the Agency will not be held liable for misplaced or wrongly submitted bids.
c. Bids submitted after the deadline for submission would be returned unopened.
d. All costs for preparation and submission of tenders are to be borne by the bidders.
e. NASENI reserves the right to verify claims made by any bidder.
f. Bidders should constantly check NASENI Notice Board for release of Technical/Prequalification Result.
g. The Awards of the projects listed above is subject to budgetary releases.
h. NASENI is not bound to prequalify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
